ROLES & RESPONSIBILITIES

Board Positions

The PRESIDENT shall, as Chief Executive Officer of the Association:

    1. Be the senior Association Official at any function conducted by the Association or to which the Association is invited or represented.
    2. Be the Chairperson of General and Board meetings.
    3. Be the Association Arbitrator.
    4. Supervise the duties of Officers and other appointed persons and the work of Sub-Committees of the Association.

The VICE-PRESIDENT (Netball) is responsible for coordinating growth and development of Indoor Netball within the Association, and assisting the President to fulfill his/her responsibilities for the governance and success of the Association.

These responsibilities include:

  1. Working with the President to help them understand concerns and alternative points of view within the Association, Member Centres and Clubs, as they pertain to Indoor Netball.
  2. Assisting in overseeing the coordination of the Association and its administration.
  3. Having sound understanding of the:
    1. Association;
    2. Member Centres;
    3. Clubs;
    4. Constitution
    5. By-Laws, and
    6. Policies
  4. Assisting the Board with the creation of strategic action plans for services within the Association.
  5. Ensuring all actions of the Board adhere to any budgetary and regulatory constraints appropriate.
  6. Ensuring that the Board’s actions remain true to the values and goals of the Association Membership.
  7. Serving as the Association’s representative in the greater community.
  8. Acting as the primary support to all Member Centres and Clubs to promote, develop and grow Indoor Netball in South Australia.

Both the VICE-PRESIDENT (Netball) and Vice-President (Cricket), hold leadership responsibility for the Association, along with the President. With the Vice-Presidents filling in for the President’s duties in their absence.

 

The VICE-PRESIDENT (Cricket) is responsible for coordinating growth and development of Indoor Cricket within the Association, and assisting the President to fulfill his/her responsibilities for the governance and success of the Association.

These responsibilities include:

  1. Working with the President to help them understand concerns and alternative points of view within the Association, Member Centres and Clubs, as they pertain to Indoor Cricket.

The SECRETARY shall:

    1. Arrange and attend all General and Board meetings and record and keep the minutes of meetings’ proceedings.
    2. Keep proper files and records of the Association’s correspondence, reports and records.
    3. Keep records of membership of the Association and place before the Board all applications for membership.
    4. Keep a written record of the Constitution, Rules, By-Laws and Guidelines of the Association that are in force from time to time

The TREASURER shall:

    1. Be responsible for the receipt, collection, holding and disbursement of all monies, documents, notes or other matters of a financial nature which are the property of the Association and shall issue numbered official receipts of the Association for all monies received.
    2. As authorised by the Board pay accounts claimed against the Association and be authorised, with the approval of the President or Secretary, to pay an account not exceeding $200.
    3. Maintain true and accurate books and accounts and submit to each meeting of the Board a report on the current financial position of the Association including balances of accounts and estimates of expenditure not yet paid for which funds will be required in the current financial year.
    4. Close and balance the books of the Association as at the 30th day of June each year and present, by the 31st July following, such books and other information required for the preparation of an audited balance sheet that shall be presented to the next Annual General Meeting.
    5. As directed by the Board arrange insurance of the Association’s property.

The GENERAL MEMBERS shall attend all Board and General Meetings.

EXTRA-ORDINARY DUTIES OF THE BOARD

1.14. Extra-ordinary duties

    1. In addition to those prescribed in these Rules, the By-Laws or guidelines, the duties, powers and responsibilities of each or any Officer or Official shall include those duties determined by the Board from time to time.
    2. Where appropriate, the Board shall issue guidelines regarding responsibilities and operations.
      1. Guidelines shall be approved by the Public Officer as being in accord with the objects of the Association.
      2. Where practicable, guidelines shall be appended to the Association’s Rules.

APPOINTED POSITIONS

INDEPENDENT ARBITRATOR

The INDEPENDENT ARBITRATOR shall:

  1. Be responsible to the Board for the adjudication of matters of discipline and complaint that are within his jurisdiction and in particular shall:
    1. Call such Members or persons to place evidence before him as may be deemed necessary for the proper hearing of any matter.
    2. Liaise with Sub-Committees or associations where it is determined that a complaint and/or its subsequent findings may affect those Sub-Committees’ or associations’ operations or responsibilities.
    3. Upon the request of the Secretary, furnish to the Board such material and evidence associated with a complaint for the adjudication of an appeal against his decision.
    4. Upon the request of the Public Officer, furnish such material and evidence associated with a complaint for the adjudication of an appeal against the operations or procedures of the Arbitrator in relation to any matter or complaint.
  2. Provide to the Board written reports on his activities, as required.
  3. Receive all reports of player/participant misconduct from the competitions manager and subsequently:
    1. Decide if the matter needs hearing by a disciplinary panel or not by:
      1. Notifying the offender of their report and the appropriate penalty out lined in the current by laws
      2. Accept a plea from the offender and impose the appropriate penalty or proceed to a disciplinary hearing
    2. If a disciplinary panel hearing is required the independent arbitrator shall:
      1. Perform as the chair of any disciplinary panel hearings
      2. Appoint another 2 independent persons to adjudicate on the disciplinary panel hearing with them, and
      3. Perform the disciplinary panel hearing before the next round of competition and decide the penalty to be applied
PUBLIC OFFICER

The PUBLIC OFFICER shall:

    1. Oversee the operations of the Board, Sub-Committees, Officers and other appointed persons to ensure their activities accord with the provisions of these Rules and the statutory requirements provide for in the Associations Incorporation Act, 1985 and the Associations Regulations, 1985.
    2. Ensure the Association is properly licensed for fundraising and other activities for which a license may be required.
    3. Prepare, as required, guidelines for the duties and operations of Sub-Committees, Officers or other appointed persons.
    4. Upon the request of a Member, provide advice on the interpretation of the Association’s or statutory rules or requirements affecting that Member’s rights, obligations or responsibilities.
    5. Act as the Returning Officer for the Association and for this purpose keep a register of attendances at each General Meeting claiming an entitlement to vote and as necessary arrange the provision, distribution and collection of ballot papers and the counting of votes cast for any motion, ballot or division.
    6. The public officer may bear another office within the association
COMPETITIONS MANAGER

The COMPETITIONS MANAGER shall:

    1. As directed by the Board, and assisted by such persons, as the Board shall appoint, plan, organize and conduct the INPL competition, as a whole and on a week-to-week basis.
    2. Collect all reports of misconduct and pass them on to the independent arbitrator for investigation.
GAME DAY COORDINATOR

The GAME DAY COORDINATOR shall:

    1. As directed by the Competitions Manager, and assisted by such persons, as the Board shall appoint, plan, organize and conduct the INPL competition, on a week-to-week basis.
    2. Ensure all teams have a central point of contact for the immediate resolution of any questions, queries or issues that arise on game day, in particular they should provide resolutions to any issues that may hold up or delay the games.
UMPIRES COORDINATOR - NETBALL

The Umpires Coordinator – Netball shall:

    1. Conduct monthly meetings with the association umpires and reporting to the INPL with Minutes and a summary of outcomes from the meetings.
    2. Development and Training Programs for Coordinator development are encouraged and to be applied and approved by the Committee. The Coordinator must attend a minimum of 1 development activity a season.
    3. Weekly training to be conducted on game day in the way of timely feedback by face to face discussions at quarter breaks. This can be done in conjunction with other National grade umpires assistance with delegation. 
    4. The Coordinator must attend game day or be present for a minimum of 4 games. They may appoint another Game Day coordinator that is of Current National Level to cover for a commitment.  A maximum of 3 times in any season is the limit to fulfil the role.
    5. Encourage all Umpires to nominate for State tournaments and other Representative opportunities.
    6. Foster the growth of umpires at each arena by visiting each arena a minimum of 2 times over the competition season. These visits will cover recruitment / training / practical / theory – these should be compulsory for any umpires umpiring social grade netball at all arenas to assist the coordinator and be held on a night pre-scheduled with a minimum of 6 weeks’ notice. Ensure an up-to-date database of umpire’s details is maintained and a copy is sent to the committee monthly to monitor growth at arena level.
    7. Training of new Umpires by strategic placement on Game day – ensuring that they are umpiring with National Grade umpires. Conversations to be had with both parties throughout the week as to why they are with who they are umpiring with and what the outcome will be at the end. Ensure all umpires are recognized for their efforts on and off the court.
    8. Assist and lead by example in maintaining a team focused culture, ensuring responsiveness to team and player needs. No negative chitchat regarding anyone within INPL from the highest to the lowest level. 
    9. Assist in reviewing the effectiveness of programs and work practices and give timely feedback to the Committee through face to face and conversations at committee meetings.
    10. INA rule and regulation updates are communicated as update is released.
    11. Ensure that the uniforms supplied must be worn on all Umpires
DISCIPLINARY PANELS

Appointed by the independent arbitrator each time a disciplinary hearing is required.
Must not be current players and must be independent.
Preferably with experience and knowledge of the competition.

ARENA/CLUB REPRESENTATIVES

One from each arena/club for each sport (cricket and netball).
Represent and liaise directly with the playing group.
Advise the ISSA committee on decisions that affect the players.
